H1b or full time Opportunity
I’m posting this on behalf of my brother. He recently received an offer letter from PayPal, and at the same time, his 2024 H1B application was selected in the lottery from a different employer as a future employee. He wants to pursue a full-time opportunity at PayPal while also securing the H1B. Since he’s currently in his OPT period, his options are: 1. Directly talk to PayPal and convince them of a C2H arrangement. 2. Talk to PayPal and ask if he could join the company after his H1B is approved by the current employer. No one is gaming the system. You know right 65000 applications are filled as a future employment.
What do you even mean? You exactly know what your brother did. Use a consultancy to apply for h1 without a legit job. Then find a legit job. And now you want to transfer the visa to paypal. While in reality it should have been paypal applying for h1 visa probably next year since the window is already past this year. There are tons of ppl who are in their last attempt and didn’t get a visa. But your brother got one. Isn’t this gaming? It’s crystal clear when you talk about C2H, cos that’s what consultancies do.
Do number 2. Ask PayPal to wait. Say you got the H1B with your current employer. I did the same thing here with Apple.

Bro, H1b > FT job. Try to convince paypal manager or see if c2h is possible, ask your brother to check politely. If that's not possible, try to get any other contract role with the company which filed h1b. If it were me, I would chose H1B. Good luck.
