Help with PayPal for Non-Profit

We volunteer with a youth orchestra and are trying to use PayPal but can't seem to get non-profit status working. We keep sending all of the info, but keep getting form letters back asking for the information we have already provided. Customer service is no help. Is there an email for somebody in the back office that could help us unstick this?
