It’s not a transcript, per the post script—it’s based off “recollections and memories.” It’s a glorified memo and we shouldn’t call it a transcript because it blatantly is not one.
It’s the transcript from the person listening to the recording. Areas of inaudibility would be noted. Also, per the constitution, Congress is owed the full whistleblower complaint. This was obstructed by the President. He has now authorized the release of this transcript. Release of the full audio as well as the actual complaint are still pending to be released, in accordance with congress’ oversight per the constitution.
