Does Intel need to increase its hiring standards for experienced people and internal transfers ?
There is no point of increasing hiring standards when you can't pay more than Qualcomm and AMD. Intel HR is proud of 65% percentile market pay. Anyone can be replaced mentality should change

Hiring standards will automatically go up once Intel increases pay.
Being a former manager who would not lower the bar, it was impossible to hire anyone in the past few years. Tier 1 graduates don’t bother with Intel any more unlike 20 years ago everyone was flocking to an Intel interview.
Could be tier1 students don't go for semiconductor anymore since it's a dying industry

And i work with micron folks who joined intel the last years, they're horrible! Really low bar hiring by NSG group
Probably depends on the group. My old group/department in NSG had a higher bar and tougher process than my previous nonNSG group. Conversely I know other groups at NSG that picked up people that didn't make it through our phone screens and pick up basically whoever they can from internal transfers. Too many departments trying to empire build so they make up responsibilities they shouldn't have or isn't in their charter and use that as justification to demand resources that they then have to fill with whatever they can

Can’t really compare fb and intel. Hardware at fb is small and very focused while intel has grunt work in the process too

Lol the problem is that the interviewers themselves are egoistic. Even if you give the correct answer they will try to behave as if it it completely wrong to show how much they know. I had encountered this during various rounds in Intel.

Intel will get to do that once they start paying more and improve their image in the market in general
Could be the other way around too. They start paying more and attract better talent or retain then naturally their products will improve
They adjust pay for the people they want to retain. I know it from first hand experience. If you feel you deserve to get paid more, you should have a conversation with your boss. They can do it throughout the year, so if they make excuse, know that it is time foe you to leave. And like you said, the overall quality of talent has gone down, so don't expect a company wide salary bump. Never going to happen.
