Microsoft does a shit job with upkeep, addressing technical debt, and fixing bugs. Azure has numerous very publicly visible bugs which we have no plans to address. This is largely due to our impact driven culture in which only high impact deliverables are rewarded and addressing technical debt or performing basic upkeep tasks are ignored. Supposedly, "impact" is not a concept unique to Microsoft and other tech companies use this metric to measure employee performance as well. How are other companies outside of Microsoft able to incentives quality of life improvements, bug fixes, etc. While accommodating "pay for impact"?
Hmmm. Looking at my core competencies, bug fixes and KTLO work are not mentioned.

Well, if you fix a bug that helped the company to get XX million in sales, that’s impact too, right? You just need to quantify it.
