LI is sending inmails to you that look like emails, to your email. You can find a copy in your inmail inbox.
That’s what I thought too, but sometimes I don’t get inmail mail, just to my inbox claiming that “they found me on linkedin.” Also, the ones that go to my inmail have “from: inmail-hit-reply”, so it’s easy to tell.
In that case they use a data broker. So many of them out there. Salesforce, ZoomInfo, RocketReach, etc etc ad nauseam
Check your email headers to confirm it's not through LinkedIn.

There are a lot of tools online that recruiters can use to find your email. If it’s public on any website they can find it.
Also non-public. ZoomInfo takes your entire contact list.
They pay for it.
Data brokers would make sense when you see how outdated some of their info is.
