How long does it take to get work assigned to you as a new employee? Also, would it look okay if I did some programming course online in the mean time? I’m not here for software development by the way. I don’t have any software installed on my computer yet.

I had a project where they were in too. Boy, didn’t they love writing requirements, data architecture diagrams and meetings. They could just keep doing this shit as long as you tolerate.
I give new people on my team work right away as soon as they get accounts set up and new employee training done. Can take a week or two to get them setup. But I'm in software and we have plenty of backlog. Also as long as the site isn't blocked feel free to do the online course while you're waiting. Can justify it's work related.
