Tech companies to avoid as a white guy?
In my dev team of 6 people I complete about 30% - 40% of sprint goals. Another couple of people do their job too. The rest slack off. Our team doesn’t complete the sprint goals and get reprimanded again and again. No one talks about personal accountability. Every sprint review is just another bs excuses why we didn’t complete the work. How do I bring up the issue of holding people accountable in a politically correct manner? Help me find the words.

If your manager isn't properly evaluating the division of work, then you are probably better of moving to a new team or company. Sorry to say, but its probably not your prerogative to manage the team in that manner.

Honestly it’s your manager’s job. Not your job to identify. You just do your work (if you want to) efficiently. Don’t be a narc.
Sounds like your sprint goals are miscalibrated then. Estimate for the team you have, not some idealized throughput.
The goals are pretty realistic. It’s just some people literally work a couple of hours a week.
