All 3 new grad SWE offers are in the Bay. My priorities are 1-Stability 2-Work-life balance. I am worried about layoffs since employees with less experience like me will be the one who let go first (I am a new grad). IBM and Cisco have recently had layoffs, Capital One has a small office in San Francisco and maybe cut off anytime I guess. (I am unable to relocate). IBM and Cisco have old technology, mostly C, so it's hard for me if I have to be in the market again. What are your opinions?
Cisco has good work life balance. New grads usually don't get laid off, it's typically older folks. TC will probably be the lowest of those three if I had to guess

Sometimes but not usually. Cisco had alot of older more expensive folks in house, usually around hardware. If you're young and going to be an SWE, you'll likely be okay. They need you lol

Don't ruin your career by joining Cisco or ibm. Both are 🦕 . It gets harder to get interview calls if you work there long enough.
Not true I got offers in faang and multiple calls continuously and even now
May I ask why you like Cicso and stay with them?
C1 has invested in SF and I doubt they'll get rid of it. It's definitely small compared to the Virginia campuses so you'll always feel a bit isolated but it's a very stable job at a place with decent tech and overall solid culture/people
Macy's closed their SF Tech office in SF and laid off ~ 2000 employees in March 2020 and I heard that Capital One had closed their Seattle office. Do I have too much anxiety?
Yes
C1 SF office is not doing any exciting projects..but if you care only for stability and WLB, you have both. It is over indexed on Life than work in SF
Cisco just had a huge layoff. You should be safe for couple of years

If you're in design don't expect to be cut off from capital one in the next 5 years.

Job stability is a joke at Cisco. Layoffs is twice a year. People will tell you that new grads are safe from Layoffs but you never know, maybe your whole team get cut. Also, imagine yourself stressing twice a year and anxiously waiting to know if your name is on the list.
In every company, not all orgs are the same. Go for the opportunity that has greater impact. Also, not every layoff is the same. Look closely. It’s funny, but the reason I joined IBM few years back was because their hardware businesses divestitures.

Capital One is 25K - 30K lower.
