I (US citizen) was offered an L6 PMT role, 170k base and 120k first year bonus. This is in Seattle. If I were to transfer to the AmazonJapan or Germany offices, my salary will probably be 100-120k USD base, but would my bonus (which is paid monthly) remain 120k? Or would that be adjusted downwards as well?
RSUs and Sign On bonuses are contractual obligations that Amazon will honor. You comp could go down OR you may never see a comp adjustment up should you be out of alignment with your geo peers.

Yes, you keep your existing sign-on and RSU when you move.
Really, considering that more than half of salary being bonus and or RSUs, then a transfer would be making much more than locals. I am not sure if Amazon would allow that.
Amazon does. I know people that carried over their RSUs when moving countries.
