Good luck. All the non-Indian locations need residence visas for those places( for example Dubai, Saudi, Singapore, Malaysia). Please don’t go and crowd those as well. May be they can visit you in 2024 or 2025

Usually, first time applicant should always do it in their country of origin. That said, you can check with the consulate if they authorize “third-party citizen” to apply. Only issue as always is if their visa is withhold and they end up staying there for a while.

I don't think they can do that. You have to be a citizen, PR or legally allowed to work and live in a country to apply for a visa from there. So except they meet the above criteria or they were specifically informed that Indians can apply from there, then I doubt they can apply from there.
