Intel hiring process

Hi all, Asking on behalf of my friend who's graduating soon. He interviewed with Intel before COVID hit and then was told there's a freeze so cannot move forward. Only recently he was contacted again by the same manager and asked to apply directly through a link for the same position so they can move forward. It's been more than a week since so can he expect an offer? How long do you think is reasonable to wait? #recruiting
