Doesn't Intel have silent layoffs continuously letting people go in small numbers?
Yes, they sure do. When project/products/programs end some people don't get reabsorbed and are put in the pool. If they don't find a new job within a certain time they are laid off. Most of the time engineers will find something, but operations, business, training, PMs don't.
