You can still do it, but it will very rarely help you in your career and it's internally known as 120% time.
There never was that real 20% time thing.

Some people do it, provided they can perform well in their main work in 80% of the time. Ask your manager.
I see. The whole point as far as I understand was to not have ask you manager but to say “sorry, this is my 20% day”. If you can get guilt tripped into using that day for running projects, this thing doesn’t seem to make much sense. One way would be to WFH that day on your personal project, but it sounds like that this would not be tolerated by the managers.
That part is still true. A manager can ask you to defer it for up to a quarter at a time, but can't block it outright. If they do, there's an escalation path to get help. One misconception is that 20% is a hard figure. It's "up to 20%". Most 20p projects consume far less than that--I burn about three hours a week on mine.
More like 120% - 100+20
If you can get 100% of your work done with the other 80%, then sure why not.
