Is it illegal to only consider “diverse” candidates for a position?

Usually it goes the opposite way of course, but I’ve heard of some companies that are obsessed with diversity having job openings that they are only going to fill if they can find a non-white or non-male candidate.

A friend (asian guy from an unconventional background) and me (asian girl from a slightly more conventional background) both talked to the same company at a career fair. The lady brushed him off and brusquely told him they weren't hiring any more men. Meanwhile, I got an email and an invitation to have lunch and a first round interview. After I heard about his experience, it left a bad impression on me. Even if you're doing this, don't straight up brush people off.

Diversity means everyone who isn't straight, white/Asian males. I am pretty sure that this is right. Who defines this criteria...I don't know. ..is it Intel HR and some study by Bain Capital or the US Government? I really don't know but I can tell you that the hiring process is screwed up at Intel.

The problem with this is these diversity people think they deserve anything regardless they’re qualified or not, they don’t really need to work at all, just color of the skin will do the trick, otherwise they would sue.
