No, an appreciation is good enough. Buy yourself and him/her a drink to celebrate together, if you really want to bestow upon the manager some sort of“gift”.

Inappropriate. First, you were promoted because you deserved it, not as an act of kindness. Second, it could be considered a bribe for next promotions. If you really want to celebrate, share a gift with a broader team (for example, a box of nice chocolates or a cake). You don't need to explain the reason to them, if you'd rather keep it private
