Is poaching employees illegal?

I can understand that an employee would be cited if they left breaking a contract, but why the poaching employer should be cited? It doesn't make any sense. It's ridiculous especially in California. Do we have at-will hire and fire, but only if it's convenient to a company? https://yro.slashdot.org/story/20/12/04/2046253/netflix-sued-again-for-poaching----this-time-by-activision-blizzard?utm_source=feedburner&utm_medium=feed&utm_campaign=Feed%3A+Slashdot%2Fslashdot+%28Slashdot%29
