Stupid question as I don’t understand the uscis website. I don’t have I140 approved, only on H1B visa. Is premium processing suspended even for just transfer? #h1b #rfe
Don’t think premium is suspended for transfers or extensions only new applications
You need to check the updated news on USCIS website again. All type of H1B are suspended now.

The OP states that you dont have approved I-140, what's the significance of that in the context of H1-B transfer? Does it change the requirement or timeline?

Only suspended for first time h1b applications, not h1 transfer. But still very slow

you don't necessarily have to join on receipt. USCIS website says temporary suspension which means once the situation is under control they will probably start PP again. There are 2 things that can be done I guess: 1. get the LCA approved have your file prepared (normally takes a month) and then wait assuming everything will be under control in say 30-45 days (looking at China's stability chart), your attorney can file under PP (best case 30-45 days from today) . 2. get LCA approved, and file transfer petition under normal processing, once the situation is under control and USCIS starts PP again move your application to PP (i hope that can be done)

Yes. Premium processing is suspended for all form types, full stop.
How about H1b extensions ? What if your visa expires before your new I-797 for extension is received ?
Transfer is also an extension just with a different employer

On the same boat. No I-140 approved, only H-1B. Just received a job offer. Thinking of joining in a receipt only.
