Is this normal at Google sales?

Posting for them because they’re very upset So my fiancé was onboarded back in the beginning of August, so first full quarter was Q4. They were given a crappy mid west territory and only got about 30% of quota, at the end of the quarter manager said “don’t let this happen again”. End of January they got changed to a different territory and different comp structure(whole org changed comp structure) so they had to start prospecting(idk if right terminology I am not in sales) again. Last week her skip level scheduled a meeting with them and said that they will go through pip or take severance, the pip criteria is they would have to hit 100% of quota in 4 weeks starting that day (before the quarter even ends??) or be fired. The skip level was shocked because fiancé was blindsided, the manager never told them this was going to happen(manager started the process back in mid December). This seems extremely unfair and feels like targeting. They work great with their peers and had amazing reviews outside of the performance part, but then again, it was their first full quarter. They told them the pip would be fair then they come back with you have 4 weeks to get 100% quota with a brand new territory or get fired after only 5 months there. Is this unfair? Very normal, more so at startups but she’ll get a nice severance compared to nothing
