L2 EAD to H4 EAD
Is it possible to transfer from L2 EAD to H4 EAD while retaining the work authorization?
I believe so. Once you have H4 approved, and H4 EAD approved , only then you need to change status from L2 to H4. Better to confirm timelines with lawyer
Is duration of stay as L2 a factor in h4 EAD approval?
Of course not

You will be on either status and will be using either EAD, while your application is pending. Talk to a lawyer and don’t be cheap
If u do premium processing of l1-> h1, then in concurrent processing all 3 steps needed (l1 to h1, l2 to h4, h4 ead) will be approved one shot and no gap in work authorization. FYI I have done that way before for my wife who was on l2.

Please note two things : 1. H4 Approval might not come at the same time as the EAD Approval 2. I believe they have added fingerprint step to H4 EAD, that will take extra time

Exactly. And why is your husband/wife changing from L1 to H1b unless it's L1b in which case I guess it makes sense as it gives flexibility
L1 to H1 is due to change in job.
L1B’s are usually temporary, depending on company, for a year or so

What if the duration on L2 was less than 1 year?
Since H4 EAD requires 1 year of h4 status (for submission of I140)
