Because super rich people live there and send their kids to fancy private schools. They share the district with Redwood city and thats the reason for large Hispanic population.
My friend used to teach at the Menlo-Atherton High School and that district also covers East Palo Alto and Redwood city so there's a lot more diverse student population there. Upscale cities like Palo Alto, Los Gatos and Saratoga have school districts exclusive to their cities only so they get no spillover from other lower income, out of city neighborhoods.
If you live in atherton, you won’t care about private school costs anyways.
If you can offer that house why not just send your kids to a private school?
