Does Microsoft give an option to choose the laptop/laptop screen size before joining ?
Your org will have equipment for you day 1. It's usually a standard setup appropriate for your role. You won't always get a laptop. You'll have to discuss it with your manager when you start if you don't get what you think you need after you get to your team.
Don't pick the Surface Laptop and you should be fine.
Why not surface laptop
If it’s Surface Laptop 3 with Intel and 32gb 1TB SSD Otherwise don’t bother
I assume MS doesn't assign MACs to employees?

If your team works on production services, you will get the latest SAW. No choice about it.

Secure Admin Workstation. You won't be using it for your day job. Heavily locked down, it's only for accessing your running machines - RDP etc. You will NOT be writing code on one. I've only seen X1s being issued.
