Left my job and didn't get paid
I left my job on the last Friday of a month and I still didn't get paid for the second half of the month yet. Is it normal? My email got disabled who should I ask?

Yeah. I have it setup on day 1.
Not normal at all. But sometimes they hold some money with them in case they think you might owe them - for example you haven’t returned their laptop.

So I think I need to return signon bonus and relocation because I didn't stay for 18month. Would they take that out of my final paycheck?

Probably a mistake. Large companies like oracle wouldn’t pull this stunt. Liability is too costly
You will get prorated pay mostly on the next payday of Oracle, mostly by paper mail
Try to get the email address of HR or payroll. If no one replies, you could take it to L&I and let them know you didn’t get compensated for time worked.
