I passed onsite interviews for LinkedIn Adv. team at NYC. But hiring manager decided to go with an internal candidate. Now recruiter informed me there is no headcount in NYC and something may open at the start next year. Has anyone gone through similar situation? Do recruiters really contact if something opens up after few months? TC - 160k
Yes it happens, I’ve seen it. But I wouldn’t hang around waiting for it if you have other good offers on the table since there are no guarantees.

NYC barely has any headcount ever. They are a small team compared to the Bay Area

Happened to me too. Interviewed in may and received offer a few days ago. Just make sure you ping the recruiter every once in a while to tell them you're still interested.
