Just received non-tech offer from Lockheed. (Senior/level 3). TC is 90K which seems quite low. Can I counter offer? If so, by how much?

Hm assuming it’s northern VA or MD, that does seem on the lower end of the E3 pay scale. Try to negotiate for 96-98

That's not true. I negotiated without a counter offer and was able to get a 4% higher starting salary

That is all base, one time relocation is 7K
Did they say if you needed to repay relocation fees if you leave before X months? Did they offer bonus, 401k match, or wfh options/equipment subsidies? What does glassdoor say for a role at this place?
I believe a lot of the defense contractors go by a strict rubric for hiring comp. If you tell them you have a competing offer that is for more money, their “decision matrix” allows them to go up 10%.
It’s all done off a comp ratio.. say the range for the position is 80-100-120k. 100 being the midpoint. They’ll target you to be between. .8 and .9x 100k=85k. So someone from Lockheed find the salary data sheet from 2021 and that’ll be where you should be.
What's the breakdown between salary and bonus? Also, keep in mind that LM has a 6% automatic 401k contribution that should factor into TC (it's not direct stock, but it's not a match either) E3 Positions like that one range from like 75k to 125k without factoring in location and Lockheed very rarely offers anyone more than 90-95k base salary

I had a bad experience with Lockheed. Recruiter reached out to me, with bunch for nasty questions, I replied politely with all answers. Never heard back from him. Nasty Lockheed
That's not too far off, they might be lowballing you if your YOE are low. Good advice above. Don't be surprised if they come back lower than half of what you ask, then it's your choice whether or not to take it
