Because wherever I am in the world, I can just move to America and make 5x the money. The market is more fluid than you think. You're not getting the same talent as a 300k US developer by paying 50k in a poor country. You always get what you pay for. No short cuts.
People always find a way when there is a monetary incentive. You just need one person in your family to marry a US citizen and over 2-3 decades the entire extended family of 30 people will get their green cards.
Everything is digital nowadays and needs someone to program, support, and eventually upgrade.

The software developer group is also 10x the size of the computer programmer group. The difference as they define it seems to be splitting hairs (and they admit there is overlap) but in the end I’m certainly not worried.
I work at a startup that’s just now outsourcing coding to foreign countries. However, it’s only the really basic, non-important kind of coding. Anything that has to do with IP or more complex, important work is kept local.
That’s why being in a role with soft skills (i.e customer facing roles) will never have to fear being outsourced to other countries. Will always need local, English speaking employees to serve the US market.
Look up software engineer. Computer programmer is not really used as a job title which might be why it shows decline
Being a SWE especially at senior levels is much more than just cranking out some code
Outsourcing of SWE jobs has been a fear since the 80s and still hasn’t materialized. There’s so much more to the job than writing code snippets that a monkey can do
