I joined Google early this year. I realized that most my previous co-workers either kept their level or got promoted when they transferred to Google. I was the only one who got downgraded. Eventually I became same level as the person who was 2 levels under me in previous work. It really bothers me and can't even sleep at all. I am not going to deny downsides of down level and no one will downlevel themselves willingly. But there are certain advantages that you can use for yourself. I personally feel charter is more important when you are new. It is easier to win the reputation at a lower level. Once you have the good reputation and trust you can definitely encash it in various ways including promotions plus ability to remain on more important projects. Just don’t get stuck in the Downleveled work - that would be disaster.
This is great advice, can you elaborate more on how to operationalize it? You get assigned work at a level. For the first 6 months, you have to just get it done well to win trust and build credibility. How do you not get stuck in the given work?
That’s the downside - opportunities won’t directly come to you. But if you can see through opportunities or identify gaps/blind spots in current plan, you can bring those up with your manager in 1-1s. Managers want to grow engineers in their team and tend to offer back requested opportunity to a person who would win trust regardless of level. Winning trust would depend on what you talk in your 1-1.

I don't understand why it bothers you. If you weren't happy with your level why did you accept the job offer? If you were happy, why give a shit about others levels? Their career progression is their own. Just because you're a lower level now says nothing about your potential

Join another company at a higher level.
I'd rather get an offer for l4 with high comp than l5 at lower band simply because of lower expectations and steady paced growth. I'd want super slow promotions if it wasn't for comp increase.

This might be a wrong strategy. Being overpaid at a particular level without promoting fast will very probably end up with a pip. It can be different at Google though...
