I have an awesome relationship with most recruiters I talk to. But after a handful of bad episodes over the years, I've started maintaining a file called RECRUITER SHIT LIST. Anyone contacting me out of the blue gets checked against that list. If they're there, they will have to address their past behavior right away before discussing anything else, or they get blacklisted permanently in my book. Come to think of it, a more public list might serve as a deterrent against unprofessional conduct.

Most companies advise their recruiters to not provide feedback for potential legal suits.

Not providing feedback is absolutely fine. However, not replying to emails is unprofessional especially when the same recruiter used to call you at weird times for every small thing.
