This is the second time it had happened to me. I recently applied to two management positions: Senior BI Manager at Ameriprise Financial (Minneapolis) and Analytics Manager at Sears (Chicago). Both paying only $115K base + 10% bonus. That's lower than my current base which is ~130K (and 10% bonus) and I'm just a Lead BI developer at Target (Minneapolis) right now. Were those just outliers or is it more often? I understand Sears is not doing well but see no reason for AF.

The reason you see this at Target in the Midwest is because Target is one of the highest paying employers in Minnesota / Twin Cities Area.

I've had ICs that made more than me, and they were worth it. Typically the mgr does make more though. There's a lot of accountability and burden that goes with the manager job, that's much less for most developer ICs.
I worked for a manager that would not allow his employees to make more than him. He eventually realized that it was counterproductive. But I know of many people that still think that way. Also salary bands can be really wide at a lot of companies so perhaps they were trying to low-ball you.
