Is this really surprising? She's never been all that into responsibility or accountability or anything that has to do with actual leadership. The appearance of it, yes. The gritty reality of it, no. If Uber makes her CEO...well, that'll be interesting. They need someone like Sandberg, who knows how to run a growing company.

Yahoo's failed leader was Terry Semel. Marissa was asked to make a Michelin starred meal from the scraps and failed. She wasn't a Michelin starred chef, but blaming her for the failure would be a mistake.
Stock price when she started vs when she left. Her golden parachute. She made money for stock holders and herself. Can't exactly call that failure. Plenty of wrong moves along the way.
