Not sure about managers. But its not true for Amazon ICs. This is rather due to the current market. Every company is sending lowball offers (if you have been observing, you would know).

Meta also often makes the initial offer without signon but if you ask they'll put it in, since it's an easy way to make the candidate feel they negotiated a good deal

Trust me man, it feel sucks when your junior gets paid more than you. This is the only reason I hate Amazon. I would have never thought of moving out of Amazon. But Amazon don’t value talent.
