“As appropriate” - It’s the person (usually quite senior) who makes the hiring decision. It’s an unscheduled interview at the end of the day. If your interview feedback is poor, MSFT will skip this round and send you home.

Was it a discussion or an interview? If the former you're in, latter and chances are mixed
Chances are good. However, you CAN make it to this round with mixed feedback where the as app will probably side with the panel and reject.
