Verbally negotiated and got the official offer but feel like I got lowballed. I haven’t signed the offer yet. Will they still be open for negotiation?

Did location play into it? I was an Aspire hire and found out my base was 20% less than one of my peers hired into the identical role (and since it’s Aspire, by definition they make it virtually equal). Still pissed 10 years later, but Microsoft dgaf about competing on pay….except for a handful of circumstances (eg, high sign on stock for black and African Americans)
I asked for uplevel and it got approved. But I think the tc is like low-mid for that level. I didn’t think much about it when I agreed verbally because I was just happy with the uplevel.
You should be happy with up level. That’s a big deal. It takes years for most level bumps, and you’ll have a compa ratio within your band so if you perform at 100% and compa ratio is low, you’ll likely get decent merit increases to level it out more quickly. But as I’m sure you already know, don’t come to Microsoft for the pay.

Most companies do it that way.
This is my first time, I have always received a written offer immediately 💁 even with Microsoft last time I got a written offer (and was stupid enough to forward it to Google 🤦)
