Update: Declined the offer as they only went up to 97k/10k/20k L59.
Seems about right for Program Manager ? They usually get like 30 - 40% less than swe for the same level
That's not true at Microsoft. PM and SWE salaries are similar. Also, this is BPM...it's a paper pusher job and has no connections with engineering.
Product Managers get paid more or less the same as swe, I am pretty sure Program Managers get paid way less. OP is asking for Program Manager

Why were you being interviewed for L59 with 2.5 YOE?
The Recruiter never mentioned about the Level during the interview process.
OP, I can’t remember any hiring for a BPM at a level lower than 62. Look for another job on the career site. You can do much better. Coming in that low will take a long time to evolve to a better level.
Your point is 100% valid. I have a negotiation call with the recruiter coming up, and I am planning to at least ask for L60 with 115k base, and increased Sign-on & RSU If not, reject it.
I hire a lot and we don’t have many BPMs that low for that level. It’s strange. We bring in new college grads at higher levels than that.
