The original job I applied is in “no longer accepting applications “ Two days later recruiter emailed me asking to apply to another listing that is same role, same level, just with a set location instead of remote. Saying “we are refreshing the position, you will retain the status” What does this mean? Is job “refreshing” normal? #microsoft

It doesn't mean offer or reject. It means they're changing something and want to keep you in the right place as you interview. Unfortunately, things aren't always incredibly well-organized.
They already interviewed. Wouldn’t ask them to reapply if it were a no hire.
Any reason you think the recruiter would not reveal any feedbacks instead just straight up ask to reapply?
I've had to do this for internal applications before. If they messed up the original posting then they have to repost with fixed information. But the recruiter should have the ability to transfer over your application between postings so it's weird they are asking you to do it. Maybe just laziness?
Microsoft's interview process is really idiotic in this regard. Even for internal transfers, each team you interview with will make you do the whole loop again. In any case, with regard to the posting disappearing, there is this whole diversity push going on - for every candidate interviewed for a position who is from the 'over-represented' community group, they need to interview atleast 1 other candidate from a 'under-represented' gender as well as someone from a under-represented community. There are cases when this leads the req to remain open for very long - and ultimately they might simply close the req. The recruiter could just be trying to move you to a req that has already had a good number of under-represented folks finish interviews.
I am going through similar process as OP as well. I was asked to apply to another posting for the same job at same role (different job family) and recruiter has mentioned I would not need to interview again. Could this mean I am being used as diversity candidate for the new role? (Asian female here, if that counts towards DEI)
