You are confusing base salary hike with annual cash bonus
I was told to expect 15% as an average performer when I was hired. My target TC is based off that assumption.
Level 63+ target bonus is 15%

Target bonus for meets exceptions for level 62 is 10%. Looks like your wife got less than "meets expectations". This is a bad situation to be at.

80% is not good sign for L62. It is OK at higher levels. She should have open communication with manager and seek feedback on what is missing.
