How is the general morale? Are complete teams decimated or is there any hope? I have my h1 approved and will join in a month. Now I am really having second thoughts. But my current place is bad too. I was expecting to do some good work there and be part of a new product.

Don’t join. With no external customers it is a matter of time before OCI is hit pretty hard even further.

Nope.. it impacted everyone and OCI as well. In fact some OCI-C teams are fine in non-seattle locations.
With visa, it's a risk. I've heard many employees weren't even given notice period.
Yes, heard the same. Not worth the risk of being in an unfortunate situation with visa.
Does anybody think talking to the hiring manager about this is a good idea? I might be sounding crazy but I guess it's not normal times anyway.
Usually first level managers won't have any idea about such mass layoffs. The entire team will be gone. Given the outlook of OCI's business, such layoffs will be coming more in future.

Layoffs are across orgs and business divisions in Oracle. Our VP said more layoffs are coming
Maybe join but start looking around again? If something else works out then leave?
