She received an offer verbally 2 days ago. She agreed and submitted background verification. The recruiter requests urgent move within 2.5 weeks she decided to submit 2 week notice since she received a congratulatory email with benefit description. Asked her if she received an official letter so she can sign. She said the recruiter said tomorrow then today she called the recruiter and the recruiter said there's some technical difficulty hence the offer letter will be sent out either tonight or tomorrow. Today went by and she is freaking out if she gave 2 week notice too early. What do you guys think?
It’s an at will offer. Receiving an offer letter doesn’t mean anything different —at least in theory.
Depends on the company, she’ll probably be fine. Unless the company suddenly decides to cut that specific headcount for whatever reason.
But technical difficulty excuse for last 2 days? Sound phony as hell to me although I dont want to be too negative but....
2 days isn’t too long. Also stop pretending it’s for your friend. We all know it’s for you.
Should be fine...just wait another 2-3 days and then follow up
If the current job persuades you to stay you can pretend that you got persuaded.

You hate to see that. Engineers need to take a class about negotiating with recruiters.
Sooner as TC goes, engineers will be like professional athletes with agents to tackle the negotiation business. The better days are ahead of you.

Does signing an offer make a difference? It’s still at will
You can have legal recourse. Yes it’s at will. But you can sue them for withdrawing their offer if you signed it.
Never ever give your resignation before having signed a contract.
Very few employees ever receive employment contracts in the USA. Certainly not regular software engineers.

Oof. That hurts. Hopefully they got held up but I personally never give notice until I have an offer letter in my hand. Just too much risk to give notice without knowing if the job is for sure or not regardless of what anyone says
I wouldn't give 2 weeks until offer letter is signed, background check clears and you have an agreed upon start date.
