Is it truly a downlevel? If I check levels.fyi for hardware engineers, IC4 is lower L6, but for software engineer it's upper L5.

Don't read into level.fyi too much. I would look at scope you currently do and map it accordingly.

The recruiter is insisting that I map to IC4 since I have less than 12 years work experience. Currently have around 10 years. Seems like the numbers are final from the recruiters standpoint.

Unless you’ve been affected by layoffs or something and need to move out, I’d stay put and try to get a higher levels and pay. I’m in system design too and I feel pay can be much higher depending on companies
