I’m a 26 yo, Indian, female engineer in USA, working on embedded sw past 4 years. Life has been so much boring lately and feels like I’ll be stuck in a bad place if I keep doing what I’ve been doing. So I’m thinking going back to school for grad/phd program, might be refreshing and I could find some meaning doing it while I’m at it . I’m interested in studying CS. Should I consider grad school in USA or Europe? To explore life

I would advise sticking to the US. US has way more opportunities for engineering compared to Europe. I went through the same phase quite a few years back.

Switzerland and Germany are free tuition, even for non-EU/EFTA nationals. Swiss salaries are comparable to Bay Area, as is CoL.
And how about possibility of getting jobs for non-EU folks?
If you have any interest in another pure field, that would be worthwhile to consider. AI is in the hype phase but promising in potential applications. Tech has been dwindling in innovation, so be very aware of your choices rather than hoping things will get exciting. There isn't fulfillment except in public service. Each of us has to work on our state of mind as much as anything else. If you're on a visa, it is a toss-up in US or EU as there's no guarantee that you'll be able to stay after graduating.
For life Europe, for career USA. Immigration is not much better in Europe, there is simply less people here experiencing it.
With the given visa issues and uncertainties, probably Europe is better
