Need career advice

I've been unemployed for 13 months while targeting TPM roles. Two drivers of such a long lag are that (1) I had recently graduated from an MBA abroad with a poor US network with the idea of transitioning roles to consulting or TPM and (2) I had moved to rural Florida in 2021 when I had a pipeline of outside swe & product consulting clients in hand.The prospect of sitting around for another six weeks until 2024 is giving me nightmares. I'd like advice on 2 questions: #1. I'm thinking of moving to a major tech city for the first time without a job in hand. I want to leave Florida in all cases and fortunately have enough savings for a long runway, but I'm wondering which city has the best odds for job conversion relative to costs (am particularly thinking of NYC, Seattle, or Austin) now? Is the in-person job networking or indie hacking scene very good in any of these cities now? #2. Are there other roles should I target now / should I prioritize other roles which are hiring more aggrrssively? My career history includes freelance tech consulting, data scientist, full stack engineer (biased towards platform languages like Java, Python, and C#), and 9+ years of experience primarily in biotech, telco, health tech. I'm most interested in TPM and strategy & operations roles, but I'm open to other suggestions. I have thought of targeting sales engineering or pure software but am also wary of targeting too large a range of roles at once. Tc=0
