Your IP will throttle Netflix and ask them to pay up. Netflix will have no option but to oblige and then will have to hike your membership fees to cover the lost revenue.

I would say more competition which is a good thing, but the main obstacle to cheap fast internet is local governments. Many people only get one choice for cable and one landline phone company offering DSL or fiber if you're lucky
The same thing that happened in 2015 before it -- innovation over the government-free Internet.
