Dont forget Netflix has ridiculously high p/e which means it needs to grow at a high pace, which no longer seems to be happening.

In this case reinvestment doesn't mean more money, it's more for survival. Its not like amazon where more investment directly translates to more revenue. Netflix needs to produce more content to survive not expand. All they can ask for is rate increases.
