I read somewhere a few years ago that NFLX does a yearly review for all engineers to ensure their salaries remain above market? ie are tenured employee getting left behind in base salary? Is this legit?

Been around a few years and this is legit. Mileage will vary but I got 10-15% yoy

Unheard of. Adequate performance will result in great severance package
there's no decrease, ever. but also we don't pay for performance, so if you're not great, and can't turn it around ...
This is correct, annual comp review that adjusts your salary to market. You may stay the same or you may get huge bump if your skills grew or your role shot up in market.
