OCI. I bet when you get a code review at Costco, you get a small sample and think, "this ain't bad", and when you agree to review, they give you code in bulk and you're never done with it and just eventually throw it away.

Aside from recent layoffs (non eng I think?) isn't Oracle known to be a very stable/secure company for engineers?
Oracle is generally decent with a smattering of stealth layoffs here and there, but OCI is a different beast. OCI is a unique situation because they don't maintain operating margins like other orgs. If Wall Street ever figures out that cloud revenue isn't worth 10x recurring on-prem revenue, OCI will be decimated.

I will say don't move, I moved from a secure and loving job to toxic work place. I hate the decision. the new job pay is less for your experience. so try hard for new job with high pay and move after the job market settles. companies hire and fire, just like that and never care about you.
Costco has better job security because it's a very solid business, and low expectations for tech. OCI will be a million times better for career development. Take that into account. You'll have a much easier time getting interviews in the future with it on your resume.
