You're not negotiating right then. You must have set the expectation low to begin with. If you're willing to walk, tell them you can't join for less than 300k as you don't feel you're being offered according to your skill and industry standards.
Does PP layoff employees regularly?
I read on a lot of posts here that PP has constant re-orgs and typically layoffs every 6-12 months. Can any PP folks weigh in on this?
Not a regular thing and certainly not laying off performers. But frequently gets rid off some deadweights. There are still a good nof coasters who have support of their coasting bosses.

T26 is a good position at PayPal, overlaps SDE3 at Amazon. But TC should be at least 300k+. You can negotiate up, but PayPal is not generous with equity, and higher in the band you are, more risk you will have of a layoff.

L5 is step down for 12 YOE! I guess your 12 years are not just development? I recently interviewed at Amazon for L5 and I have 2 years of relevant SW dev experience (4 years total). I'm leaning towards PayPal myself despite the reviews on here at blind (poor management, Indian mafia, too many contractors) because I enjoyed talking to the team in my interviews. Which team did you like talking to during your interviews? Go with that. Btw that's an OK offer for 12 YOE (definitely negotiate more), I was offered 180k in Austin for T24.
