Because Portland isn't even remotely comparable to Seattle or the bay? It doesn't have the industries, education, economy, entertainment, proximity to travel etc to compete.
No big or startup tech companies based there.
If you look closely, you will find the same house does not, in fact, cost 3x in Seattle. More like 1.15x. If it were 3x I would already have moved to Portland.

You have to understand the market at a local, neighborhood level. There are areas which in my opinion will appreciate better than others in terms of percentage. These areas also typically invite high income earners with families, because they'd care about schools. Hard to tell you the specifics unless you share more about your price point etc.
