Oracle always has occasional layoffs, regardless of economic conditions. Usually not performance related and usually under a certain amount so they don't have to legally announce it The reason why you don't hear about it is that very few people have some sort of emotional attachment to Oracle where they feel abandoned, the writing is on the wall so that people have ample prep time, and outside of OCI, virtually everyone gets a raise when the leave. This is par for the course.
Why not OCI getting raises? Isn't OCI Oracle's best hope of not becoming obsolete in the future?
OCI don't automatically get raises when the leave because they are fairly compensated already. Regular Oracle employees are underpaid, so when they hit the streets, they see the market values them more already.
Marketing got laid off too
Any update on RSU's? Prorated vesting for laid off employees?

Difficult to say how large it is, but certainly not a small layoff.
