Nobody hires with that intent. Requests get approved because there’s a business need. If there’s a layoff unfortunately, it depends on how critical you are to the business at that point.

If you're talking about OCI, then it is indeed possible and is not uncommon at all. You have to look at the angle of a manager taking credit for a person on his team and claiming it as it's own. All the while the manager will create false paperwork and perception that the same employee is performing at a subpar level. HR is clueless, the employee just leaves and the manager gets a nice promotion.
