It’s a key contract for Oracle, a pioneer in database software that is trying to compete with Amazon Web Services in selling cloud computing services. But the timing of Oracle’s investments for a Chinese customer while it considers cutting American jobs has irked some managers, said the person with knowledge of the discussions and another person who was briefed about it. The potential layoffs also would come shortly after Oracle, which in May had around 140,000 employees globally, later added more than 20,000 employees from its acquisition of Cerner, an electronic health records provider. It isn’t clear whether Oracle plans to add staff to work on the TikTok cloud business. Oracle spokespeople didn’t immediately respond to requests for comment.
